Spike: Map dependencies between subcomponents

Understanding the interplay between subcomponents is an important part of designing and documenting the release process. The goal of this issue is to examine the subcomponents and determine what the dependencies are between them.

Here are a couple examples of the kinds of questions to answer as part of this issue:

• If there are changes to the Babu ISO and we want to release that project, do we also need to release a new version of the Babu container or proxmox provider?
• What is the right ordering to release subcomponents in for those places where we have dependencies?
• Do the ordering and dependencies change based on what the release is?
