Add bastion host deployment

Add bastion host deployment using this module: https://repo1.dso.mil/big-bang/infrastructure/terraform-modules/-/tree/main/bastion?ref_type=heads

bastion host network is already set up initially when deploying the tgw network part of the eks cluster
