Publish per release list of OCI artifacts

Now that BigBang Releases are publishing and signing OCI artifacts. Similar to images.txt we should create a oci-artifacts.txt per tag/release with all of the package OCI artifacts listed out on separate lines.

Some questions. Can you provide a link to the images.txt that is referenced?

Should the contents provide a list packages specific version as listed in the values.yaml?

Should it also contain the BigBang OCI reference as well?

Can you provide some direction to where in the release process we should add this? Script or step

Hey @jaredmladner here are the referenced images.txt for BigBang 2.21.0

published as an artifact on the release page https://repo1.dso.mil/big-bang/bigbang/-/releases/2.21.0

There are similar artifacts per bb package but think we'll just need these for BigBang to have an easy list of like

registry1.dso.mil/bigbang/istio-operator:1.19.7-bb.1
registry1.dso.mil/bigbang/istio:1.19.7-bb.0
...

They should publish as a release artifact next to images.txt, images.tar.gz, repositories.tar.gz, etc

@ryan.j.garcia I have MR for this (MR has example logs and screenshots) that add the artifact and OCI Clean install stage to the release process. I'm unable to test the final release stage in the Package Validation pipelines though. Any ideas on how to test this? Clean Install seems to always fail but it produces artifacts needed for release stage.
