Why

Currently we fail the job with warnings but allow the pipeline to continue. We should fail the pipeline job if upgrade notices section is not filled out. All team members are expected to fill out upgrade notices in MRs. Team members are leaving the upgrade notices section untouched.

Screenshot example below. If default MR text is left in the description, this pipeline job fails with warnings.
