feature: Address IB Event Based Pipelines

Why

Iron Bank's OKRs aim to switch the nightly builds to event based pipelines. The current image EOL work is time based, but if there isn't an event that triggers a pipeline in that window an image might get marked EOL when it is not.

Proposed Solution

Review the planned changes to IB and ibctl and come up with a new way to determine EOL for an image and then use that in the pipelines.
