General MR

Summary

Once renovate-runner!42 (merged) lands, we will be able to have each renovate issue point to the relevant repository's own README with an anchor link to an Upstream Release Notes section. This will be necessary to close out renovate-runner#30 (closed) in the ongoing renovate automation epic.
I've also added the ability for each renovate issue and MR to link back to the renovate-runner CI job that spawned it, something I've wished we had for a little while now.
