Move log-service into its own sub chart

This ticket will migrate the log-service objects into its own sub chart.

Acceptance Criteria

• Create folder for log-service inside of the 'charts' folder
• Move all 'log-service' objects into the newly created folder
• Create a Chart.yaml and values.yaml and update appropriately
• Test the chart
• Submit MR
