Move Test Intelligence Service under CI

The test intelligence service is needed as part of the CI component of Harness. Migrate this service into the CI part of the chart.

Acceptance Criteria

• The test-intelligence-service is currently under in chart/templates/ci-ng/test-intelligence-service, migrade it to chart/templates/ci/test-intelligence-service
• Test that deployments still work
• Submit MR
