Create Platform folder | Remove CG/UI from the chart

The "platform" part of Harness gets installed no matter what. In the current iteration of the chart, those pieces are installed as sub charts. Create a platform folder in /chart/charts/platform which contains all of the pieces of Harness that get deployed no matter what. Remove chart/templates/cg/ui from the chart (#33 (closed) moves CG to platform so the directory location may be chart/charts/platform/cg/ui).

Acceptance Criteria

• Create platform folder
• Remove CG/UI from chart
• Make sure chart still works
• Submit MR
