There is currently an issue with Harness where the ng-manager pod will not come up unless external DNS for the loadBalancerURL is resolvable. Harness is aware of this issue. There may be modifications to the pipeline that can be made in order to get around this in the meantime but the pipeline is currently failing because this pod will not come up.

Will discuss with the team to determine if it's worth spending the cycles to update the pipeline.
