Update proposal guidelines for consistency with the new P1TOC posture

Description

Update the projects folder and subfolders/files to accurately reflect Sandbox/Incubating/Graduated projects.

Project proposals for Sandbox should minimally require:

• An unclassified and accessible repository, repo1 is desirable
• Open source License
• CONTRIBUTORS.md
• Clearly defined project purpose
• Demonstrable prototype (MVP Level - intent is to not have a project with just a few text files)
