Sandbox process documentation: recommended contribution file name

In https://repo1.dso.mil/platform-one/bbtoc/-/blob/master/process/README.md#sandbox-project-requirements bullet 3, should the recommended filename be CONTRIBUTING.md instead of CONTRIBUTORS.md ? CONTRIBUTING.md seems to be the de facto standard.
