Introduce Special Interest Groups to the TOC

Is your feature request related to a problem? Please describe.
The CNCF SIGs Special Interest Groups provides a more focused means of collaboration in the ecosystem. Big Bang would benefit from a similar structure/solution.

Describe the solution you'd like
A clear and concise description of what you want to happen. Adding (to start) SIGs for:

• Infrastructure: A group focused on everything before "cluster up"
• Kubernetes Distro: A group focused on different distro's and their compatibility with infrastructure, Big Bang, and the DoD.
• Cybersecurity: A group focused on the secure development, deployment, operations, and accreditation of Big Bang.
• N additional groups on specific capabilities in Big Bang. i.e. Observability, runtime security, Continuous Delivery, AI/ML, DataOps, etc...

Describe alternatives you've considered
None were considered, the TOC began as a lean structure and needs to mature and evolve.
