Discuss active use requirements for incubating and graduated packages
The requirements for the number of customer's actively using a package is a high bar for packages to reach incubating and graduated. The reason is that customers are hesitant to actively use a package until it reaches the higher maturity levels. I think the original intent of this requirement was to protect the Big Bang community from spending effort on obscure or one-off packages.
I'd like to propose that we change the wording so that instead of customer's actively using (past tense) the package, the requirement is that that customers plan to actively use (future tense). The requirement could then be met with intent to use rather than actual use.
For graduated, maybe it is a little more stringent such that two customers have used the package in development or staging clusters and plan to use it in production. Also need to discuss whether 3 customers is required for graduated or 2 is enough.
