Confluence: Move confluence to its own namespace

For the time being we've been installing confluence to random namespaces which already contain the secrets. We need to move it to its own namespace.

• Secrets required are created in the namespace. There are other examples of this, we need to take the same approach.
• Confluence needs to work in the confluence namespace.
