Confluence: Test RDS as a postgres solution

We talked about this in our stand up. The goal here is to verifying 'things are good' in a more permanent database configuration which more closely resembles what customers might actually use. (As opposed to using an 'ephemeral' Postgres instance launched alongside of Confluence.)
