Convert from jira-node to jira-node-lts

Our Jira chart currently utilizes the atlassian/jira-data-center/jira-node image, but atlassian/jira-data-center/jira-node-lts may prove more secure and have better control of its attack surface, albeit at the prospective cost of new features taking longer to make it in to our charts (as it stand, jira-node is up to 9.11.2 while jira-node-lts is at 9.4.11)
