Update Development and Maintenance guide

Review Dev/Maintenance guide for additional clarification.

Clean up docs/README testing instructions, it currently seems to duplicate istio configs. It should also be expanded to include other testable scenarios such as JMX Exporter.

The Dev/Maintenance helm overrides also deploy jira by itself, but deploying it using the packages: tag is preferable and a more honest way to deploy the app.
