Add Jenkins to Big Bang Universe

Jenkins has been accepted into the Big Bang Universe as a Community package in the Sandbox phase: https://repo1.dso.mil/platform-one/bbtoc/-/blob/master/projects/sandbox/jenkins.yaml

Need to add the card for Jenkins in a new Community category for "Continuous Integration & Delivery" like the Addons row.
