Confluence Doesn't Support FIPS

Describe the bug

I noticed there hasn't been an issue created in either this repo or Jira's, so I thought I would create it for the communities benefit.

Confluence doesn't support FIPS https://jira.atlassian.com/browse/CONFSERVER-65618

I noticed that the default values for Jira have FIPS disabled for the JVM which is why we don't see the same issue there.

Is there a workaround to other than disabling FIPS on the JVM that someone can share here?

To Reproduce

Steps to reproduce the behavior:

1. Deploy Confluence into a cluster that is enforcing FIPS at an OS level
2. Go to Confluence and enter license

Expected behavior

Initial setup of confluence succeeds
