[Dashboard] Make gitlab-ci-pipelines-rev1 dashboard configurable via values.yaml

We currently have 1 Dashboard that comes default with GCPE which provides some insight into the pipelines. However, it uses the var ${VAR_GITLAB_HOST} to define the host URL to easily click to the applicable pipeline. Make this have a value within values.yaml that is easily configurable
