Jaeger Fails If elasticsearchKibana Is Enabled

Enabling eckOperator, elasticsearchKibana, and jaeger ( along with istio and kyverno ) breaks Jaeger.

It looks like too, you need to pass in our bigbang/tests/test-values.yaml file to see the error.
