Renovate no longer making changes to renovate/ironbank

Renovate is no longer creating changes in renovate/ironbank, but instead creating new branches for the change. Examples: https://repo1.dso.mil/big-bang/product/packages/argocd/-/tree/renovate/argo-cd-8.x https://repo1.dso.mil/big-bang/customers/template/-/tree/renovate/big-bang

This may be part of a breaking change in Renovate 41.0.0 https://github.com/renovatebot/renovate/releases/tag/41.0.0

The desired behavior is to have renovate create changes in the renovate/ironbank branch, as it did before.
