Create Default Renovate Configuration for Production

Create a default Renovate configuration that can be applied in a production cluster. This configuration should:

• Enable automatic updates for Big Bang deployment versions.
• Support updating Big Bang packages that are not included in the umbrella.
• Follow the recommended pattern established in the customer-template repository.
