Work with IB to get alloy-operator and helm-operator image Renovates working

Iron Bank set up the alloy-operator and helm-operator images for us to support the Alloy package upgrade to v3.

Neither image appears to be getting Renovate updates yet.

Need to work with the Iron Bank team to get those Renovate configurations updated so the images start receiving updates.
