Adjust alloy-operator Image to reflect actual upstream image version

Currently the alloy-operator IronBank image is tagged registry1.dso.mil/ironbank/opensource/grafana/alloy-operator:0.3.12 - upstream is ghcr.io/grafana/alloy-operator:1.4.

Let's get in touch with IronBank and have them adjust the image to be in sync with upstream. Currently the versioning strategy was taken from the helm chart which we should not do.
