Updates to Alloy renovate postUpgradeTask

• Automate changelog (remove broken configmap-reloader and add other stuff)
• Update Alloy renovate to upgrade wrapper dependencies tar.gz files

maybe (test these, because it is a wrapper chart) kpt pkg update chart@<tag> --strategy alpha-git-patch kpt pkg update chart@1.6.13 --strategy alpha-git-patch

This will probably be done in https://repo1.dso.mil/big-bang/pipeline-templates/renovate-runner/-/blob/main/scripts/update-alloy-subcharts?ref_type=heads
