Remote-write to Mimir when enabled

Motivation

Mimir is a long-term metrics storage solution. When it and Alloy are both enabled, Alloy should send its metrics to Mimir.

Acceptance Criteria

• Alloy must be configured to remote write metrics to Mimir when both are enabled in Big Bang
• If Prometheus and Mimir are both enabled, metrics must be written to both output sinks
