Create Service Monitor for Alloy

Service Monitor help scrape metrics for Prometheus. Alloy needs Service Monitor with the istio certificates for scraping.

Alloy needs the istio certificates as well as a postrender that will set the servicemonitor tls config scheme to https (upstream helm chart has a way to set but it conflicts with istio configs so post rendering is the way to go)
