Upgrade Anchore Engine to 0.9.2, Enterprise to 3.0.1

Image should be updated to 0.9.1 for Anchore Engine, 3.0.1 for Anchore Enterprise.

Would be good to bump chart to the newest 1.12.4 - https://github.com/anchore/anchore-charts/tree/anchore-engine-1.12.4/stable/anchore-engine
