Consume Internal Postgresql Image 12.X in sub-chart from registry1

The Database used in Development/CI should be pointing to a registry1 image and match the other addons that have the option to deploy a dev/CI database controlled by a sub-chart.

• Update values to deploy registry1.dso.mil/ironbank/opensource/postgres/postgresql12:12.10
• Test internal migration and clean deployment works
• Create MR to package and BigBang
