Consume Internal Postgresql Image 13.X in sub-chart from registry1

The Database used in Development/CI should be pointing to a registry1 image

• Update values to deploy registry1.dso.mil/ironbank/opensource/postgres/postgres:13.10
• Test internal migration and clean deployment works
• Create MR to package and BigBang
