Update devops-tester image in Argocd

Update the devops-tester image in the Argocd chart to use registry1.dso.mil/ironbank/big-bang/devops-tester:1.0 (currently they are set to registry1.dso.mil/bigbang-ci/devops-tester:1.1.2).
