Resolve Argo SOPS plugin maintenance

Why

What is the use case for the feature you are requesting? What are you trying to solve?

Right now the SOPS Argo docker image has not been maintained in years.

Proposed Solution

If possible, provide details on the proposed solution.

• If there is an upstream image it would be good to pull that into IB for maintenance
• @bostwalt suggested that we look into a new SOPS plugin
• If BB maintains this, it should be moved to our Dockerfiles and after initial publishing it should be pulled over to an IB repo for the pipelines like backstage and headlamp are today
