Fix ArgoCD Cypress Test

Fix test by moving guestbook ui Argo Application to local repo for test. Avoid pulling from GitHub. Seeing 500 errors pulling history from github.

MR here. Unable to confirm if this is working. Tested with Cypress binary locally. Test still pulls from github. !149 (closed)
