bb-common needs a test for single-item netpol port arrays

Motivation

bb-common doesn't have defined behavior (via a test) for when a port plugin on a netpol key has a single value: <workload>:[<port-number>]

Acceptance Criteria

• bb-common must validate and test that single-value arrays work
