Update BBCTL Pipeline Template to use GoReleaser

Implement a tag and release strategy in the BBCTL pipelines using GoReleaser.

The tag will still need to be created and pushed in our release scripting because GoReleaser cannot do it -> https://github.com/goreleaser/goreleaser/issues/198
