Create bbctl status helm chart configuration

Enact the process created as a result of #272 (closed) to create a new helm chart configuration to execute the bbctl status command.

Acceptance Criteria

• Create a new chart configuration following the process defined by this issue that executes bbctl status.
• This configuration should create output that is such a format that it can be used to create a dashboard in #208
