Check BigBangCliVersion against the new version

bbctl is modified to check its current BigBangCliVersion against the version field in the configuration file, and compare the two semantic versions. If the current version is newer then the version in the configuration file, the user is notified that they need to update their configuration file to the latest version of bbctl and the changes in the CHANGELOG can optionally be presented to them.
