Add Cypress Tests for BBCTL Helm Chart

Every chart in Big Bang should have a top level tests directory containing Cypress tests that can be run as part of the package pipeline and when a package MR gets merged into the umbrella chart.

These are required in order to complete #198 along with a test-values.yaml file to use for the chart test configuration values.
