Add bbctl to the Title of All Grafana Dashboards

We should have a common identifier in the name of every dashboard created by the bbctl helm chart so that users and SREs will be able to easily identify them.

This request is based on feedback received in the Dec 20th demo of the bbctl Grafana dashboards. i.e. instead of version-dashboard, we should have bbctl-version-dashboard
