Labels on constraints

Michael McLeroy requested to merge chore/label-constraints into main

Adds common and "identifying" labels on constraints and other resources. The labels can be used in the future to print additional human readable information about the constraints running in a cluster in the future.

NOTE: label version is not bumped since it has not been cut yet in the release.
