Convert ECK Operator to passthrough pattern

Currently the structure for this repository is causing issues with various helm commands and with our readme generation.

Since we have started a Big Bang wide effort to make sure we are making all of our charts pass-through wherever possible, to start we should:

• Create a development branch
• Audit diff from upstream
• Refactor the chart.yaml
• helm dependency update
• Update the values.yaml
• Update the bigbang/template resource values to reference the new values.yaml
• Update the DEVELOP_MAINTENANCE.md docs to the new values.yaml
• Configure Big Bang upstream values.yaml reference to the package values.yaml
