Enable eck-operator ServiceMonitor

eck-operator upstream has a ServiceMonitor resource template that we're not utilizing currently.

This task is to configure our eck-operator chart to utilize the upstream ServiceMonitor

• Enable the ServiceMonitor values when monitoring enabled
• ServiceMonitor displays in Prometheus and able to scrape pod metrics
