Fix/improve elasticsearch password look-up command documentation

There's a minor typo in the DEVELOPMENT_MAINTENANCE.md guide for the command to look up the password.

It can also be further improved so that it doesn't have a trailing % character that you have to be careful to avoid copy/pasting.
