Move the Elasticsearch-kibana upgarde job into it's own folder

For organizational purposes the upgrade job should move to it's own folder called upgrade with it's resources broken out into their own yaml files. For context, see the MR comment from anchor big-bang/bigbang!5300 (comment 2618278) for Thanos on a similar upgrade job.
