Update elastic/kibana renovate.json with issue labels

The labels being applied in renovate.json only apply to the MR - https://repo1.dso.mil/platform-one/big-bang/apps/core/elasticsearch-kibana/-/blob/main/renovate.json#L9

We will need to add labels to the issue (example for Kiali - https://repo1.dso.mil/platform-one/big-bang/apps/core/kiali/-/blob/main/renovate.json#L8 ). Can copy the list from the MR labels.
