Bug: Passthough migration values

Describe the problem, what were you doing when you noticed the bug?

It seems that there might be some passthrough migration issues, namely some values that should have moved under upstream, but did not.

Example:

• https://repo1.dso.mil/big-bang/product/packages/external-secrets/-/blob/main/chart/values.yaml?ref_type=heads#L10
• https://github.com/external-secrets/external-secrets/blob/main/deploy/charts/external-secrets/values.yaml#L151

rbac looks like it might be the same way. Please review all of the top level keys.
