Replace `jq` image with `base` image which also has correct `jq`

Replace registry1.dso.mil/ironbank/stedolan/jq:1.7.1 with registry1.dso.mil/ironbank/big-bang/base:2.1.0 To cut the cruft we are eliminating single purpose jq image and replacing it with well maintained base image which also contains proper jq executable.
