Fix elastic backend issue with pipeline

Currently the kyverno clusterpolicy's in fluentbit are broken due to a race condition in the pipelines where the elastic secrets are not present by the time kyverno attempts to execute the secret sync.

AC:

• Switch log agg backend back to elastic
• Ensure pipelines can pass, and that those secrets are correctly copied from the logging namespace to the fluentbit namespace
